What changed in 2026

The federal 25C tax credit (up to $2,000 for heat pumps) was repealed and does not apply to installations completed in 2026 — the cutoff followed the “placed in service” date, not the contract date. That makes the Con Edison rebate the main incentive for NYC projects this year, and getting the program details right matters more than ever.

What typically qualifies

  • You are a Con Edison electric customer in NYC (Manhattan, Brooklyn, Queens, Staten Island for our service area).
  • The system is a cold-climate air-source heat pump from the program’s eligible equipment list — many ducted and ductless (mini-split) models qualify.
  • The heat pump replaces or displaces fossil-fuel heating (oil or gas), per the program’s project rules.
  • The work is completed through a contractor participating in the program, with the required documentation.

Income-qualified households (at or below 80% of Area Median Income) may instead use NYSERDA EmPower+ — it cannot be combined with Clean Heat on the same installation, so it pays to choose the right path before work is scoped.
